Street interventions and their impacts on land use:
case study of the Urban Ring Road in Curitiba

This paper analyses the impacts of street interventions on land use in urban areas. Promoting traffic flow in cities remains a challenge for urban managers, who often resort to measures such as changes in traffic direction and speed, removal of parking spaces, and enhancements in signage and circulation infrastructure. This is the case of the Urban Ring Road, a project developed by the City of Curitiba in 2006 to improve traffic flow, by offering well-structured alternative routes for drivers wishing to bypass the central area without having it as their destination. The objective of this study is to investigate the impacts on land use along streets that underwent physical interventions related to the implementation of the Ring Road, although their official hierararchy was not modified. The methodological design involved a detailed analysis of the lots facing the studied street segments, aiming to identify processes of land-use transformation, both in the area affected by the project and in comparison streets with similar urban characteristics. The results indicate that, between 2011 and 2024, lots adjacent to the binary had twice the likelihood of undergoing land-use change compared to the control sample, reinforcing the hypothesis that road interventions – despite not being accompanied by formal changes in zoning or road hierarchy – act as vectors of urban restructuring. This research contributes to urban management by highlighting the need for an integrated assessment of the physical and functional effects of road works on the urban fabric, taking into account their interaction with land markets, locational decisions, and dynamics of land value appreciation.
